I have the honour to acknowledge the receipt of your letter No.10738/20 of the 9th March last enclosing

a copy of a despatch from the Governor of Họng Kong regarding the constables recently recruited by us for

the Colial Police Force.

We have to express regret that there has been cause of complaint with regard to the conduct of certain of these men, I would, however, point out that in consequence of the lo" rate of pay offered, we experie.ed much difficulty in getting so many as 48 en for this service,

With regard to the pay, I would mention that a man joining the Tondon Metropoliten Police Force in which force there are at the present time a large number of vacancies, receives a commencing salary now of £3.10.0d per week, rising by annual increments to £4.10.0d per week, plus lodging allowance of 6 to 10/- per week. He can also earn 2/6d a week for good conduct and efficiency. Fis minimum commencing salary would therefore amount to £188.10.0d per annum exclusive of lodging allowance es against £100 per annum, plus 20 war bonus with quarters in Tong Fong.

In the case of Constable Lavender, ti.is man was, whilst serving with the forces, gassed, and this may perhaps have some bearing on his behaviour. He had a clean record sheet for his services in the amy. "nder Secretary of State.
